The rights for groups administrators can be enabled through the permission 'Manage Group Administrators'. With groups administrator permission you are able to add yourself and others as administrators for all group created within your organization.

A group administrators can have either viewing or managing rights. With viewing rights the admin can only see results or generate reports.
