This is a setting that can be enabled through a special permission. When given rights to be a Groups administrator, you are able to add other Groups administrators to your organization. Group administrators (with the correct permission) can give viewing or managing rights to current and future groups of the organization. 

When the blue + sign is grey, you don't have the Groups administrator permission.
